Few infrastructure developments have had a greater impact on Saudi Arabia’s economic transformation than Jubail Industrial City. From a modest fishing village on the Arabian Gulf to one of the world’s largest industrial hubs, Jubail stands as a landmark achievement in engineering, planning, and long-term collaboration. At the heart of that transformation has been Bechtel, whose partnership with the Royal Commission for Jubail and Yanbu has spanned more than five decades.


Regarded as one of the largest civil engineering programs ever undertaken

Selected in the mid-1970s as the management services contractor for the development of Jubail, Bechtel has played a central role in delivering what is widely regarded as one of the largest civil engineering programs ever undertaken. The company has provided project management, engineering oversight, construction supervision, and master planning for the city’s continuous expansion, helping establish Jubail as a global center for petrochemicals, manufacturing, and heavy industry.

Today, Jubail Industrial City extends across more than 1,100 square kilometers and contributes significantly to Saudi Arabia’s economy through its industrial production, logistics capabilities, and export infrastructure. The city is home to world-class petrochemical complexes, refineries, metal processing facilities, and one of the Kingdom’s most important industrial ports. The development has also created thriving residential communities supported by schools, healthcare facilities, commercial centers, utilities, and extensive transportation networks.


Entrusted with managing the Jubail II expansion

As Saudi Arabia’s industrial ambitions expanded, so too did Bechtel’s responsibilities. In 2006, the company was entrusted with managing the Jubail II expansion, which significantly increased the city’s industrial and residential capacity. The program introduced housing for approximately 120,000 residents, an 18,000-student university campus, new medical facilities, bridges, highways, power infrastructure, water systems, and wastewater treatment facilities, ensuring the city could support both industrial growth and a rapidly expanding population.

Beyond engineering and construction, sustainability has become a defining feature of the project. Bechtel and the Royal Commission implemented one of the region’s largest construction recycling initiatives, recovering thousands of tons of construction materials including asphalt, metal, timber, plastics, and oil. These measures have reduced waste while supporting more sustainable construction practices across the development.

The partnership has also emphasized knowledge transfer and the development of local capabilities. By working alongside Saudi engineers, consultants, and contractors, Bechtel has helped strengthen technical expertise within the Kingdom while supporting national workforce development objectives that align with Saudi Vision 2030.

Today, Bechtel continues to support the ongoing growth of Jubail and nearby Ras Al Khair Industrial City. As new industrial investments, advanced manufacturing, and downstream industries continue to emerge, the company remains a key delivery partner in ensuring the city’s infrastructure evolves to meet future demand.

More than 50 years after construction first began, Jubail remains one of Saudi Arabia’s greatest infrastructure success stories.
